Meeting Minutes
Regular Meeting January 3, 2011
Town Office Building – Lower Level Conference Room 6:30 P.M.
First Selectman Mailhos called the meeting to order at 6:30 P.M. with the following in attendance: Selectmen Millix & Blessington, Lynn Nicholls and residents. First Selectman Mailhos led the Pledge of Allegiance.
Approval of Minutes:
Selectman Blessington motioned to approve the Special meeting minutes from December 20, 2010 as written.

First Selectman Status Report
First Selectman Mailhos went over the updated report:
*Center School Water Project – The connection from the road into the school has been delayed, due to a scheduling conflict. The final hookup is planned for the Martin Luther King Day weekend. It looks like there will be grant money left over. First Selectman Mailhos is looking at the possibility of connecting the Town Office Building to the water main and will discuss at a future BOS meeting.
*River Road Complex – is still under construction. The walking path should be started this week.
*EECBG Grant – EAC is going back out to bid. The bid documents are with the grant Administrator.
*Knowlton Property – The closing should be any day. We are waiting to hear from the Attorney.
*Equipment Purchases – Bids are in on leasing. We are in a position to make a decision on a vendor.
* Salary/job description study – we will determine salary guidelines and develop job descriptions for paid elected and appointed employees. First Selectman Mailhos will contact CCM to get data and will add this project to the status report.
Public Works:
Lynn said the crew is still brush cutting on Michalec Road; and dealt with a 26 hour storm last week. They went back out to handle the drifts and have also been called out for downed trees. They also helped to finish the playscape at River Road Complex. The Transfer Station was also extremely busy the past two Sundays. It goes to show the impact of it being closed for a day.
Old business
First Selectman Mailhos wanted to discuss the upcoming event. So far we plan to hear from the Economic Development Commission, Conservation Commission, Planning & Zoning Commission, Parks and Recreation Commission, Board of Finance, Board of Education, Library Board, Youth, Family and Social Services as well as other boards. We are expecting a good turnout. Senator Tony Guglielmo and Rep. Bryan Hurlburt will also be there, which will be good for them to hear what is going on in Willington. Each Board will introduce themselves; briefly describe the charge of their Board and report on big issues.
- Town Services Survey update
The original deadline for the survey was December 31. We have received a total of 258 responses back from various sources. 96 responses came back from the email link, 87 from the Willington home page, 75 paper submittals were also received: (28 from the Willington Word, 36 from the tax bill inserts and 9 copies from the Town Offices). We will soon work on tallying the responses. We still may receive some responses from the tax inserts, and have extended the deadline to January 31.
New Business:
- “Board of Selectmen CIP requests
First Selectman Mailhos said the CIP Committee will be meeting soon. Public Works has submitted their requests. She noted that the roof on the Town Office Building is in dire need of repair as well as the floor in the lower level meeting room from water damage. The roof has never been put on the list. While we are in the process of determining the cost to repair or replace, she wants to put in the request and asked the other Selectmen if they had any requests or suggestions they would like to add. Selectman Millix suggested to contact the insurance company about the floor in the lower level conference room, and the roof is necessary. First Selectman Mailhos said we do not have a maintenance person to monitor or take care of the buildings and that’s why this project has slipped
under the radar over the years. Selectman Millix suggested that First Selectman Mailhos send a modification to the CIP Committee as soon a possible, stating that the roof needs immediate repair.
First Selectman Mailhos moved to refund $30.42 from a Board of Assessment Appeal to Lauren C. Knoll; 87 Ruby Road, Willington, CT.
Selectman Millix seconded the motion.

First Selectman Mailhos moved to add “Lease for new Fire Truck, dump and pickup truck to the agenda.
Donna requested bids from 6 leasing companies and asked for 3 separate quotes in different amounts 1) $615.000 – for all three vehicles; 2) $460,112 – Fire Truck and 3) $154,888- dump truck and pickup. Four companies responded back. The rates ranged from 2.7% to 3.68% on a seven year lease. The best rate and option would be to go with Municipal Leasing Consultants at a rate of 2.845% for the total amount. While this wasn’t the lowest rate, it was the lowest total cost when considering other fees. Although there is a 2% penalty on prepayment, it would be minimal based on the remaining balance.
First Selectman Mailhos moved to award the lease in the amount of $615,000.00 to Municipal Leasing Consultants for a rate of 2.845%.
Selectman Millix seconded the motion.

First Selectman Mailhos moved to add Award Field Maintenance Contract to the agenda.
Alan Ference from the Parks and Recreation Commission was present and said that the bid was based on an as needed basis. The Commission met on December 27 and recommended Gregory Peck. This is his third year with the Town and it is fully understood that the maintenance is based on requests and he will only mow and fertilize the fields when needed.
First Selectman Mailhos moved to award the Field Maintenance bid to Greg Peck for field maintenance as per his bid specifications on an as needed basis, based on the recommendation of the Willington Parks and Recreation Commission.
Selectman Millix seconded the motion.

Good & Welfare:
First Selectman Mailhos reminded everyone that we will have a new Governor on Wednesday.
Lynn thanked First Selectman Mailhos for posting the public notices and getting the word out to the residents about the break ins and plowing notices as well as the ATV activity. First Selectman Mailhos said that we had activity in the fields in back of the Town Offices, and after reviewing the cameras, we did catch a quad on camera.
Selectman Millix noted that he saw a State Trooper sitting on Schofield Road recently, conducting speed enforcement. Lynn said they have been throughout Town.
Selectman Millix motioned to adjourn the meeting at 7:30 P.M.
